16  after the period insert:  (8)  A child who has not attained

17  the age of 19, who applies for eligibility for the Medicaid

18  program through a qualified Medicaid provider must be offered

19  the opportunity, subject to federal rules, to be made

20  presumptively eligible for the Medicaid program.  No child,

21  however, shall be deemed presumptively eligible for Medicaid

22  more than one time in any 12-month period.
