14         Amendment 

15         On page 33, between lines 25 and 26 of the bill

16

17  insert:

19         (6)  The guarantee shall not be a general obligation of

20  the council or of the state, but shall be a special

21  obligation, which constitutes the investment of a public trust

22  fund.  In no event shall the guaranty constitute an

23  indebtedness of the council, the State of Florida, or any

24  political subdivision thereof within the meaning of any

25  constitutional or statutory limitation.  Each guaranty

26  agreement shall have plainly stated on the face thereof that

27  it has been entered into under the provisions of this section

28  and that it does not constitute an indebtedness of the

29  council, the state, or any political subdivision thereof

30  within any constitutional or statutory limitation, and that

31  neither the full faith and credit of the State of Florida nor

 1  any of its revenues is pledged to meet any of the obligations

 2  of the council under such guaranty agreement.  Each such

 3  agreement shall state that the obligation of the council under

 4  the guaranty shall be limited to the funds available for

 5  guaranty as authorized by this section.
