20         requirements by rule; amending s. 381.0065,

21         F.S.; revising guidelines and procedures for

22         granting variances for onsite sewage treatment

23         and disposal systems; revising membership of

24         the department's variance review and advisory

25         committee; providing system criteria for use in

26         conjunction with structural gutters; providing

27         system criteria for use in certain floodways;

28         amending s. 381.0068, F.S., revising duties and

29         procedures of the department's technical review

30         and advisory panel; amending s. 489.551, F.S.;

31         authorizing certain plumbers to qualify as
