1 A bill to be entitled
2 An act relating to state finances; providing a
3 short title; requiring each state agency to
4 submit with its final legislative budget or
5 program request a summary of all moneys that
6 were spent by or otherwise passed through the
7 agency during the preceding fiscal year;
8 providing requirements for such summary;
9 providing for a reduction in funding for
10 failure to submit such summary or for
11 submission of a summary that does not meet the
12 established requirements; providing an
13 effective date.

15 WHEREAS, polls frequently reveal that taxpayers and
16 legislators believe state government does not wisely spend the
17 moneys appropriated to it, and
18 WHEREAS, taxpayers and legislators often have no way of
19 knowing the actual cost of state-funded goods or services, and
20 WHEREAS, some state agencies appear to be unable to
21 provide taxpayers or legislators with the precise costs of the
22 goods and services they provide, and
23 WHEREAS, the state has adopted a performance-based
24 budgeting program that cannot accurately assess performance or
25 determine whether the budgeting criteria used are reasonable
26 because the information currently provided by many state
27 agencies is insufficient, and
28 WHEREAS, in an effort to promote better accountability
29 of taxpayers' money, the Legislature determines that it is
30 necessary to establish the reporting procedures set forth in
31 this act, NOW, THEREFORE,

1 Be It Enacted by the Legislature of the State of Florida:

3 Section 1. This act may be cited as the "Outcome-Based
4 Unit-Cost Accountability Act."
5 Section 2. Each state agency must submit to the
6 Legislature and to the Governor with its final legislative
7 budget or program budget request submitted under s. 216.023 or
8 s. 216.0235, Florida Statutes, as applicable, a summary of all
9 moneys that were spent by or otherwise passed through the
10 agency during the preceding fiscal year. All such spending or
11 handling must be divided into major product or service
12 categories and further expressed in unit costs, and the
13 unit-cost totals must be equal to the total amount of moneys
14 that were spent by or otherwise passed through the agency. At
15 the regular session immediately following the submission of
16 such budget and program budget requests, the Legislature shall
17 reduce in the General Appropriations Act for the ensuing
18 fiscal year, by an amount equal to at least 10 percent of the
19 allocation for the fiscal year preceding the current fiscal
20 year, the funding of each state agency that fails to submit
21 the summary required by this section or that submits a summary
22 that does not meet the requirements of this section.
23 Section 3. This act shall take effect July 1 of the
24 year in which enacted.
