15         On page 2, lines 24-28, delete those lines

17  and insert:  permittable water resource development and water

18  supply development projects may be allowed only under the

19  following conditions: the minimum flows and levels have been

20  established for those waters that are potentially affected by

21  the project and are experiencing or may reasonably be expected

22  to experience adverse impacts; compliance with all the

23  conditions for the issuance
