15         On page 14, lines 1-7, delete those lines

17  insert:  undertake a study of the unmet infrastructure needs

18  of Florida's State University System and Community College

19  System and evaluate the current process for developing

20  priority lists for capital projects, and make recommendations

21  on whether the existing process is sufficient or if a new

22  process should be established to select and rank projects to

23  receive funding. If an accelerated program is needed, the

24  commission is directed to develop recommendations on the

25  feasibility of using revenues from documentary stamp taxes,
