2 A joint resolution proposing the creation of
3 Section 19 of Article VII of the State
4 Constitution, relating to bonds for state
5 conservation, recreation, and restoration
6 programs and for postsecondary education
7 infrastruction construction.

9 Be It Resolved by the Legislature of the State of Florida:

11 That the creation of Section 19 of Article VII of the
12 State Constitution as set forth below is agreed to and shall
13 be submitted to the electors of Florida for approval or
14 rejection at the general election to be held in November 1998:
15 ARTICLE VII
16 FINANCE AND TAXATION
17 SECTION 19. Bonds for state conservation, recreation,
18 and restoration programs and for postsecondary education
19 infrastructure construction.--
20 (a) Beginning in the year 2001, bonds pledging all or
21 part of the dedicated revenue of a state tax or the full faith
22 and credit of the state, or both, may be issued by the state
23 without a vote of the electors in a manner provided by general
24 law to finance or refinance:
25 (1) The acquisition of land, water areas, and related
26 interests and resources, in urban and rural settings, for the
27 purposes of conservation, recreation, environmental
28 restoration, water resource development, or historical
29 preservation.
30 (2) The acquisition of lands and related interests;
31 the construction, acquisition, reconstruction, or renovation

1 of educational facilities; and the development of
2 telecommunications infrastructure, for the postsecondary
3 education system of this state.
4 (3) Capital improvements for the lands and water areas
5 that accomplish environmental restoration, enhance public
6 access and recreational enjoyment, promote long-term
7 management goals, and facilitate water resource development.
8 (b) Revenue bonds issued under this section shall
9 first be authorized by the Legislature by an act relating to
10 appropriations or by general law.
11 BE IT FURTHER RESOLVED that in accordance with the
12 requirements of section 101.161, Florida Statutes, the
13 substance of the amendment proposed herein shall appear on the
14 ballot as follows:
15 ARTICLE VII
16 FINANCE AND TAXATION
17 Proposing the creation of Section 19 of Article VII of
18 the State Constitution to authorize issuance of bonds pledging
19 a dedicated state tax revenue or the full faith and credit of
20 the state without a vote of the electors to acquire land,
21 water, and related interests and resources for conservation,
22 recreation, restoration, resource development, historical
23 preservation, and postsecondary education system construction,
24 and for related capital improvements.
