1 A bill to be entitled
2 An act relating to a special election to be
3 held on September 1, 1998, pursuant to Section
4 5 of Article XI of the State Constitution, for
5 the approval or rejection by the electors of
6 Florida of a joint resolution creating Section
7 19 of Article VII of the State Constitution,
8 which authorizes the issuance of state bonds to
9 finance or refinance state conservation,
10 recreation, and restoration programs and
11 postsecondary education infrastructure;
12 providing for publication of notice and for
13 procedures; providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Pursuant to Section 5 of Article XI of the
18 State Constitution, there shall be a special election on
19 September 1, 1998, at which there shall be submitted to the
20 electors of Florida for approval or rejection House Joint
21 Resolution No. .... proposing the creation of Section 19 of
22 Article VII of the State Constitution, which authorizes the
23 issuance of state bonds to finance or refinance state
24 conservation, recreation, and restoration programs and
25 postsecondary education infrastructure.
26 Section 2. Publication of notice shall be in
27 accordance with Section 5 of Article XI of the State
28 Constitution. The special election shall be held as other
29 special elections are held.

1 Section 3. This act shall take effect upon becoming a
2 law, if passed by a vote of three-fourths of the membership of
3 each house of the Legislature.
