1 A bill to be entitled
2 An act relating to contracting; amending ss.
3 489.131 and 489.537, F.S.; providing that any
4 county or municipality may require the presence
5 of a journeyman in any of certain trades on
6 each job site at which work in such
7 journeyman's trade is being performed;
8 authorizing the establishment of a ratio of
9 journeymen to the rest of the work force and
10 providing limits thereon; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Paragraph (g) is added to subsection (3) of
16 section 489.131, Florida Statutes, to read:
17 489.131 Applicability.--
18 (3) Nothing in this part limits the power of a
19 municipality or county:
20 (g) To require that a licensed journeyman in the
21 plumbing/pipe fitting, mechanical, or HVAC trades be present
22 on each job site when work in that journeyman's trade is being
23 performed in order to supervise or perform such work.
24 Additionally, the county or municipality may require that such
25 a licensed journeyman be present on the job site in a specific
26 ratio to the rest of that trade's work force. The ratio of
27 licensed journeymen to apprentices and helpers, if imposed,
28 shall be set at not greater than 1 journeyman for every 10
29 apprentices and helpers. The county or municipality may impose
30 a ratio of 1 journeyman to more than 10 apprentices and

1 helpers, but not more than 1 journeyman to 10 or fewer
2 apprentices or helpers.
3 Section 2. Paragraph (f) is added to subsection (3) of
4 section 489.537, Florida Statutes, to read:
5 489.537 Application of this part.--
6 (3) Nothing in this act limits the power of a
7 municipality or county:
8 (f) To require that a licensed electrical journeyman
9 be present on each job site when electrical work is being
10 performed in order to supervise or perform such work.
11 Additionally, the county or municipality may require that a
12 licensed electrical journeyman be present on the job site in a
13 specific ratio to the rest of the electrical work force. The
14 ratio of licensed electrical journeymen to apprentices and
15 helpers, if imposed, shall be set at not greater than 1
16 electrical journeyman for every 10 electrical apprentices and
17 helpers. The county or municipality may impose a ratio of 1
18 journeyman to more than 10 apprentices and helpers, but not
19 more than 1 journeyman to 10 or fewer apprentices or helpers.
20 Section 3. This act shall take effect July 1 of the
21 year in which enacted.
