17 and insert:
18 Section 1. The Capital Collateral Trust Fund within
19 Justice Administration, SAMAS number 212072, which is to be
20 terminated pursuant to Section 19(f), Article III of the State
21 Constitution on November 4, 2000, is re-created.
22 Section 2. All current balances of the Capital
23 Collateral Trust Fund within Justice Administration are
24 carried forward, and all current sources and uses of the trust
25 fund are continued.

Amendment No.
1 and insert:
2 Capital Collateral Trust Fund within Justice
3 Administration without modification; carrying
4 forward current balances and continuing current
5 sources and uses thereof; providing an
6 effective date.

8 WHEREAS, the Legislature wishes to extend the life of
9 the Capital Collateral Trust Fund within Justice
10 Administration, which is otherwise scheduled to be terminated
11 pursuant to constitutional mandate, and
12 WHEREAS, the Legislature has reviewed the Capital
13 Collateral Trust Fund within Justice Administration before its
14 scheduled termination date and has found that it continues to
15 meet an important public purpose, and
16 WHEREAS, the Legislature has found that existing public
17 policy concerning the Capital Collateral Trust Fund within
18 Justice Administration sets adequate parameters for its use,
19 NOW, THEREFORE,
