13         Amendment (with title amendment) 

14         On page 10, between lines 8 and 9,

15

16  insert:

17         Section 11.  There is hereby appropriated $32,000,000

18  from the Employment Security Administration Trust Fund for the

19  Department of Labor and Employment Security which shall be

20  used to assist WAGES Coalitions with the transportation and

21  precertification of clients and provide business incentives to

22  business which hire WAGES clients. Such expenditures from the

23  Employment Security Administration Trust Fund which are based

24  on receipts from the Temporary Assistance for Needy Families

25  block grant shall be expended in accordance with the

26  requirements and limitations of part A of Title IV of the

27  Social Security Act, as amended or any other applicable

28  federal requirement or limitation. Prior to any expenditure of

29  such funds, the Secretary of the Department of Children and

30  Family Services or his designee shall certify that controls

31  are in place to insure such funds are expended in accordance

 1  with the requirements and limitations of federal law and that

 2  any reporting requirements of federal law are met. It shall be

 3  the responsibility of any entity to which such funds are

 4  appropriated to obtain the required certification prior to any

 5  expenditure of funds.
