18 Section 55. Paragraph (a) of section 20.23, Florida
19 Statutes, is amended to read:
20 20.23 Department of Transportation.--There is created
21 a Department of Transportation which shall be a decentralized
22 agency.
23 (4)(a) The operations of the department shall be
24 organized into eight districts, including a turnpike district,
25 each headed by a district secretary. The district secretaries
26 shall report to the Assistant Secretary for District
27 Operations. The headquarters of the districts shall be located
28 in Polk, Columbia, Washington, Broward, Volusia, Dade,
29 Hillsborough, and Leon Counties. The turnpike district must be
30 relocated to Orange County in the year 2000. By June 30, 1999,
31 the Office of Program Policy Analysis and Government

1 Accountability shall present a recommendation to the Secretary
2 of Transportation for the designation of a site for the
3 relocation of the Turnpike District headquarters. Sumter
4 County shall be considered as a possible site. Any such
5 relocated headquarters facility shall be the most
6 cost-effective and operationally efficient site and be in the
7 best interest of the public and the state. By December 31,
8 1999, the department shall submit a plan to relocate the
9 Turnpike District headquarters to the Governor, Senate and
10 House Transportation Committees. In order to provide for
11 efficient operations and to expedite the decisionmaking
12 process, the department shall provide for maximum
13 decentralization to the districts. However, before making a
14 decision to centralize or decentralize department operations
15 or relocate the turnpike district, the department must first
16 determine if the decision would be cost-effective and in the
17 public's best interest. The department shall periodically
18 evaluate such decisions to ensure that they are appropriate.
