17 and insert in lieu thereof: (3) Specific rulemaking
18 authority.-- The department has the authority to adopt rules
19 pursuant to ss. 120.54 and 120.536(1) to implement all laws
20 administered by the department in its capacity as the Title
21 IV-D agency for this state including, but not limited to, the
22 following:
23 (a) background screening of department employees and
24 applicants, including criminal records checks;
25 (b) confidentiality and retention of department
26 records; access to records; record requests;
27 (c) department trust funds;
28 (d) federal funding procedures;
29 (e) agreements with law enforcement and other state
30 agencies; National Crime Information Center (NCIC) access;
31 Parent Locator Service access;

1 (f) written agreements entered into between the
2 department and child support obligors in establishment,
3 enforcement, and modification proceedings;
4 (g) procurement of services by the department, pilot
5 programs, and demonstration projects;
6 (h) management of cases by the department involving
7 any documentation or procedures required by federal or state
8 law, including but not limited to, cooperation; review and
9 adjustment; audits; interstate actions; diligent efforts for
10 service of process;
11 (i) department procedures for orders for genetic
12 testing; subpoenas to establish, enforce or modify orders;
13 increasing the amount of monthly obligations to secure
14 delinquent support; suspending or denying driver's and
15 professional licenses and certificates; fishing and hunting
16 license suspensions; suspending vehicle and vessel
17 registrations, screening applicants for new or renewal
18 licenses, registrations, or certificates; income deduction;
19 credit reporting and accessing; tax refund intercepts;
20 passport denials; liens; financial institution data matches;
21 expedited procedures; medical support; and all other
22 responsibilities of the department as required by state or
23 federal law;
24 (j) collection and disbursement of child support and
25 alimony payments by the department as required by federal law;
26 collection of genetic testing costs and other costs awarded by
27 the court;
28 (k) report information to and receive information from
29 other agencies and entities;
30 (l) provide location services, including accessing
31 from and reporting to federal and state agencies;

1 (m) privatizing location, establishment, enforcement,
2 modification and other functions;
