  2         An act relating to Santa Rosa County; amending

  3         chapter 79-561, Laws of Florida, as amended,

  4         relating to the Santa Rosa County Civil Service

  5         Board; providing for additional supervisory

  6         personnel to be included within the definition

  7         of an "unclassified service" position;

  8         providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Subsection (27) of section 1 of chapter

13  79-561, Laws of Florida, as amended by chapters 81-487,

14  84-525, 90-478, 94-490, 95-487, and 96-550, Laws of Florida,

15  is amended to read:

16         Section 1.  Definitions.--As used in this act:

17         (27)  "Unclassified service" includes any person

18  elected or appointed members of a board or commission; county

19  administrator, attorneys and assistant attorneys retained by

20  the county or any person employed by them; persons of highly

21  technical or professional training maintaining an independent

22  practice employed on a part-time basis; patients or inmates;

23  persons under nonpermanent federal grants (unless specifically

24  accepted by the board into the service); instructional

25  personnel and administrative personnel as described in section

26  228.041(9) and (10), Florida Statutes, respectively; executive

27  director of Navarre Beach;, county engineer;, county project

28  coordinator; judicial clerk;, court reporters;, chief deputy

29  for:  sheriff, tax collector, property appraiser, supervisor

30  of elections, and clerk of circuit and county courts; one

31  administrative assistant to:  sheriff and property appraiser;

  1  one secretary to each judge, county commissioner, school board

  2  member, superintendent of schools, tax collector, supervisor

  3  of elections, and clerk of the circuit and county courts, and

  4  county administrator; and one supervisory-level person

  5  employed or appointed by and at the discretion of an

  6  appointing authority for every 10 employees, or fraction

  7  thereof, employed in or appointed to the classified service by

  8  an appointing authority, subject to a maximum of 10 such

  9  supervisory-level employees or appointees for each appointing

10  authority.  Additionally, the positions of public works

11  director, public services director, and Office of Management

12  and Budget director, under the county commission shall become

13  unclassified effective 5 years after the effective date of

14  this act or when the respective position is vacated by the

15  person holding said position on the effective date of this

16  act, whichever occurs first.

17         Section 2.  This act shall take effect upon becoming a

18  law.
