18         Section 2.  Legislative intent.--The Legislature hereby

19  finds and declares that the Ponte Vedre Beach area in St.

20  Johns County includes a compact and contiguous community of

21  approximately 25,000 residents susceptible to urban services,

22  and constitutes a community amenable to separate municipal

23  government.
