8 projects; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Paragraph (c) of subsection (10) of section
13 229.602, Florida Statutes, is amended to read:
14 229.602 Florida private sector and education
15 partnerships.--

17 (c) The Department of Education is authorized to
18 distribute grants to school districts or government agencies
19 for teacher/quest partnership projects. Administrative costs
20 associated with these projects shall be limited to 8 percent
21 of the total grant. Each project shall provide salary
22 stipends to teachers for their participation in the program
23 the summer recess at their regular rate of pay. Each school
24 district and participating business, industry, or agency shall
25 reach a contractual agreement which shall be included in a
26 proposal submitted to the program sponsor Department of
27 Education. A business, industry, or agency shall agree to
28 hire teachers, and teacher recipients shall make a commitment
29 to continue teaching or repay the cost of the stipend. The
30 proposed projects shall be judged on their originality and the
31 potential transfer of knowledge to learning opportunities for

1 students. All projects shall require the participating
2 business, industry, or agency to match state dollars one for
3 one.
4 Section 2. Subsection (1) of section 240.4082, Florida
5 Statutes, is amended to read:
6 240.4082 Teacher/Quest Scholarship Program.--
7 (1) The Teacher/Quest Scholarship Program is created
8 for the purpose of providing teachers with the opportunity to
9 enhance their knowledge of science, mathematics, and computer
10 applications in business, industry, and government. A school
11 district or developmental research school may propose that one
12 or more teachers be granted a Teacher/Quest Scholarship by
13 submitting to the program sponsor Department of Education:
14 (a) A project proposal specifying activities a teacher
15 will carry out to improve his or her:
16 1. Understanding of mathematical, scientific, or
17 computing concepts;
18 2. Ability to apply and demonstrate such concepts
19 through instruction;
20 3. Knowledge of vocational requirements for competency
21 in mathematics, science, and computing; and
22 4. Ability to integrate and apply technological
23 concepts from all three fields; and
24 (b) A contractual agreement with a private corporation
25 or governmental agency that implements the project proposal
26 and guarantees employment to the teacher during a summer or
27 other period when schools are out of session. The agreement
28 must stipulate a salary rate that does not exceed regular
29 rates of pay and a gross salary amount consistent with
30 applicable statutory and contractual provisions for the
31 teachers' employment. The teachers' compensation shall be

1 provided for on an equally matched basis by funds from the
2 Challenger Astronauts Memorial Undergraduate Scholarship Trust
3 Fund, as provided for in s. 240.408, and funds from the
4 employing corporation or agency.
5 Section 3. This act shall take effect July 1, 1997.
