2 A joint resolution proposing an amendment to
3 Section 15 of Article V of the State
4 Constitution relating to attorneys.

6 Be It Resolved by the Legislature of the State of Florida:

8 That the amendment to Section 15 of Article V of the
9 State Constitution set forth below is agreed to and shall be
10 submitted to the electors of Florida for approval or rejection
11 at the general election to be held in November 1998:
12 SECTION 15. Attorneys; admission and discipline.--
13 (a) The supreme court shall have exclusive
14 jurisdiction to regulate the admission of persons to the
15 practice of law and the discipline of persons admitted shall
16 be regulated pursuant to general law.
17 (b) SCHEDULE TO AMENDMENT OF SECTION 15.--The
18 amendment to this section shall take effect upon approval by
19 the electors, and upon its approval:
20 (1) All lawyers who are members of The Florida Bar in
21 good standing on the effective date of this amendment shall
22 continue to be admitted in good standing under this section,
23 subject thereafter to law and rules of any regulatory board
24 created by law for that purpose.
25 (2) All references to membership in the bar of Florida
26 contained in this constitution shall be construed to include
27 membership in The Florida Bar as it existed on the day before
28 the effective date of this amendment and admission to the
29 practice of law in the courts of Florida pursuant to this
30 amendment.

1 BE IT FURTHER RESOLVED that in accordance with the
2 requirements of section 101.161, Florida Statutes, the title
3 and substance of the amendment proposed herein shall appear on
4 the ballot as follows:
5 ADMISSION AND DISCIPLINE OF ATTORNEYS
6 Proposing an amendment to Section 15 of Article V of
7 the State Constitution to provide that regulation of the
8 admission of persons to the practice of law and of the
9 discipline of persons so admitted shall be pursuant to general
10 law enacted by the Florida Legislature rather than by the
11 Florida Supreme Court.
