13         Senate Amendment 

14         On page 8, line 10, after the period

15

16  insert:  The Public Service Commission is directed to

17  determine, after notice and an opportunity for hearing,

18  whether or not charges for intrastate switched access and

19  other services are set above costs and whether or not such

20  charges are providing an implicit subsidy of residential basic

21  local telecommunications service rates in this state.
