  1                      A bill to be entitled

  2         An act relating to state purchasing; requiring

  3         the Department of Management Services to

  4         develop and publish guidelines for state

  5         agencies with respect to the purchase of

  6         computer mainframes; establishing minimum

  7         requirements; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  The Department of Management Services shall

12  develop and publish, by December 1, 1998, after consultation

13  with the Chief Information Officers Council, guidelines or

14  best practices for state agencies to follow in purchasing

15  computer mainframes from the state term contract for

16  midrange/mainframe computers. Such guidelines or best

17  practices shall include, at a minimum, agency development of a

18  written agency scope of work, notice to mainframe vendors,

19  evaluation methodologies, and procedures for conducting

20  negotiations and obtaining best and final offers.

21         Section 2.  This act shall take effect upon becoming a

22  law.

      Requires the Department of Management Services to develop
