1 A bill to be entitled
2 An act relating to Medicaid; amending s.
3 409.912, F.S.; allowing the Agency for Health
4 Care Administration to provide certain types of
5 services for the Healthy Start program;
6 amending s. 383.011, F.S.; directing the agency
7 to seek a federal waiver for the Healthy Start
8 program; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Present subsection (33) of section 409.912,
13 Florida Statutes, is redesignated as subsection (34), and a
14 new subsection (33) is added to that section to read:
15 409.912 Cost-effective purchasing of health care.--The
16 agency shall purchase goods and services for Medicaid
17 recipients in the most cost-effective manner consistent with
18 the delivery of quality medical care. The agency shall
19 maximize the use of prepaid per capita and prepaid aggregate
20 fixed-sum basis services when appropriate and other
21 alternative service delivery and reimbursement methodologies,
22 including competitive bidding pursuant to s. 287.057, designed
23 to facilitate the cost-effective purchase of a case-managed
24 continuum of care. The agency shall also require providers to
25 minimize the exposure of recipients to the need for acute
26 inpatient, custodial, and other institutional care and the
27 inappropriate or unnecessary use of high-cost services.
28 (33) The Agency for Health Care Administration may
29 provide for a continuum of risk-appropriate medical and
30 psychosocial services for the Healthy Start program if a
31 federal waiver permits such services to be provided.

1 Section 2. Subsection (3) is added to section 383.011,
2 Florida Statutes, to read:
3 383.011 Administration of maternal and child health
4 programs.--
5 (3) The Agency for Health Care Administration, working
6 jointly with the Department of Health and the Florida
7 Association of Healthy Start Coalitions, is directed to seek a
8 federal waiver to secure Title XIX matching funds for the
9 Healthy Start program. The federal waiver application must
10 seek Medicaid matching funds utilizing appropriated general
11 revenue and local contributions. Healthy Start program
12 services are not to be considered an entitlement under this
13 waiver.
14 Section 3. This act shall take effect July 1, 1998.

18 Allows the Agency for Health Care Administration to
provide certain types of services for the Healthy Start
19 program. Directs the agency to request a federal waiver
to secure Title XIX matching funds to expand the Healthy
20 Start program.
