13         Amendment (with title amendment) 

14         On page 10, between lines 8 and 9,

15

16  insert:

17         Section 11.  For the 1998-1999 fiscal year, the sum of

18  $32 million is hereby appropriated from the Employment

19  Security Administration Trust Fund for the Department of Labor

20  and Employment Security, which shall be used to assist WAGES

21  Coalitions to prepare, place, and support WAGES programs

22  participants in jobs or other approved work-related

23  activities. Such expenditures from the Employment Security

24  Administration Trust Fund which are based on receipts from the

25  Temporary Assistance for Needy Families block grant shall be

26  expended in accordance with the requirements and limitations

27  of Part A of Title IV of the Social Security Act, as amended,

28  or any other applicable federal requirement or limitation.

29  Prior to any expenditure of such funds, the Secretary of the

30  Department of Children and Family Services or his designee

31  shall certify that controls are in place to ensure that such

 1  funds are expended in accordance with the requirements and

 2  limitations of federal law and that any reporting requirements

 3  of federal law are met. It shall be the responsibility of any

 4  entity to which such funds are appropriated to obtain the

 5  required certification prior to any expenditure of funds. The

 6  appropriation provided in this section is void if an

 7  appropriation for the same amount and for the same purposes is

 8  contained in another bill that passes after the passage of

 9  this bill during the 1998 Regular Session or an extension

10  thereof.
