17 Section 15. Subsection (1) of section 320.08053,
18 Florida Statutes, is amended to read:
19 320.08053 Requirements for requests to establish
20 specialty license plates.--
21 (1) An organization that is not already authorized
22 under s. 320.08058(3) and that seeks the establishment of a
23 new specialty license plate for which an annual use fee is to
24 be charged must submit to the department:
25 (a) A request for the particular specialty license
26 plate sought, describing the proposed specialty license plate
27 in general terms.
28 (b) A petition, on a form approved by the department,
29 signed by 10,000 or more residents who state their intent to
30 purchase the requested specialty license plate.
31 (c) An application fee, not to exceed $30,000, to

1 defray the department's cost for reviewing the application and
2 developing the specialty license plate.
3 (d) A marketing strategy outlining short-term and
4 long-term marketing plans for the requested specialty license
5 plate and a financial analysis outlining the anticipated
6 revenues and the planned expenditures of the revenues to be
7 derived from the sale of the requested specialty license
8 plates.

10 The information required under this subsection must be
11 submitted at least 90 days before the convening of the next
12 regular session of the Legislature.
13 Section 16. Paragraph (a) of subsection (3) of section
14 320.08058, Florida Statutes, 1996 Supplement, is amended to
15 read:
16 320.08058 Specialty license plates.--
17 (3) COLLEGIATE LICENSE PLATES.--
18 (a) The department shall develop a collegiate license
19 plate as provided in this section for all of the 10 state
20 universities and the independent universities domiciled in
21 this state. Collegiate license plates must bear the colors
22 and design approved by the department as appropriate for each
23 state and independent university. The word "Florida" must be
24 stamped across the bottom of the plate in small letters.
25 (b) A collegiate plate annual use fee is to be
26 distributed to the state or independent university foundation
27 designated by the purchaser for deposit in an unrestricted
28 account. The Board of Regents shall require each state
29 university to submit a plan for approval of the expenditure of
30 all funds so designated. These funds may be used only for
31 academic enhancement, including scholarships and private
