18 and insert in lieu thereof:
19 Section 1. (1) For fiscal year 1998-99, there is
20 hereby appropriated $80 million from the General Revenue Fund
21 to the Department of Education to provide an appropriate
22 pre-school program as authorized in s. 230.2305, Florida
23 Statutes. The Commissioner shall allocate the funds to each
24 eligible school district on the basis of full-time equivalent
25 (FTE) students served consistent with the provisions of s.
26 230.2305, Florida Statutes. For the purpose of this
27 appropriation, an FTE is defined as six hours per day of
28 quality contact time in a developmentally appropriate program
29 for 180 days. The calculation of a district's entitlement
30 shall be based on $3,200 per FTE.
