13         Amendment (with title amendment) 

14         On page 8, line 6 through page 86, line 2,

15  Remove from the bill:  Everything after the enacting clause

17  and insert in lieu thereof:

18         Section 1.    For fiscal year 1998-99, there is hereby

19  appropriated $80 million from the General Revenue Fund to the

20  Department of Education to provide an appropriate pre-school

21  program as authorized in  s. 230.2305, Florida Statutes.  The

22  Commissioner shall allocate the funds to each eligible school

23  district on the basis of full-time equivalent (FTE) students

24  served consistent with the provisions of s. 230.2305, Florida

25  Statutes.  For the purpose of this appropriation, an FTE is

26  defined as six hours per day of quality contact time in a

27  developmentally appropriate program for 180 days.  The

28  calculation of a district's entitlement shall be based on

29  $3,200 per FTE.

30         Section 2.    This act shall take effect on July 1,

31  1998.
