18  When recommending quality standards, the Children First

19  Partnership shall take into consideration standards consistent

20  with ss. 230.2305 and 402.3015 and the nationally recognized

21  standards for early childhood education programs, in

22  conjunction with the numbers of children needing and eligible

23  for school readiness program services who are not being

24  served.
