14         On page 24, line 11, of the bill

16  insert after "plan.":  However, a public entity, which

17  provides services under the children First Coalition, may

18  serve as the fiscal agent, if the responsibilities of the

19  fiscal agent are separate and distinct from the operation of

20  any Children First services.
