14 On page 15, line 22, through page 16, line 8, delete

17 and insert: section has been leased or rented or if there are
18 any persons of record with a lien upon the vehicle. Either
19 the arresting agency or the towing service, whichever is in
20 possession of the vehicle, shall notify by express courier
21 service with receipt or certified mail, return receipt
22 requested, within 7 business days after the date of the
23 immobilization or impoundment of the vehicle, the registered
24 owner and all persons having a recorded lien against the
25 vehicle telephone any lessor or lienholder before 5 p.m. on
26 the business day after the day that the vehicle has been
27 impounded or immobilized. A lessor, rental car company, or
28 lienholder may then obtain the vehicle, upon payment of any
29 lawful towing or storage charges. If the vehicle is a rental
30 vehicle subject to a written contract, the charges may be
31 separately charged to the renter, in addition to the rental

1 rate, along with other separate fees, charges, and recoupments
2 disclosed on the rental agreement. If the storage facility
3 fails to provide timely notice to a lessor, rental car
4 company, or lienholder as required by this paragraph, the
5 storage facility shall be responsible for payment of any
6 towing or storage charges necessary to release the vehicle to
7 a lessor, rental car company, or lienholder that accrue after
8 the notice period, which charges may then be assessed against
9 the driver of the vehicle if the vehicle was lawfully
10 impounded or immobilized.
