20         (4)(a)  The governing board of the district is

21  authorized to employ an executive director, ombudsman, and

22  such engineers, other professional persons, and other

23  personnel and assistants as it deems necessary and under such

24  terms and conditions as it may determine and to terminate such

25  employment.  The appointment of an executive director by the

26  governing board is subject to approval by the Governor and

27  must be initially confirmed by the Florida Senate.  The

28  governing board may delegate all or part of its authority

29  under this paragraph to the executive director. The executive

30  director must be confirmed by the Senate upon employment and

31  must be confirmed or reconfirmed by the Senate during the
