  1                      A bill to be entitled

  2         An act relating to license plates; amending s.

  3         324.202, F.S.; including Duval and Orange

  4         Counties within a list of counties in which the

  5         Department of Highway Safety and Motor Vehicles

  6         shall implement a pilot project to determine

  7         the effectiveness of using recovery agents for

  8         the seizure of license plates; providing for a

  9         report by a certain date; providing an

10         effective date.

12  Be It Enacted by the Legislature of the State of Florida:

14         Section 1.  Subsection (1) of section 324.202, Florida

15  Statutes, is amended to read:

16         324.202  Seizure of motor vehicle license plates by

17  recovery agents.--

18         (1)  The Department of Highway Safety and Motor

19  Vehicles shall implement a pilot project in Broward County,

20  Dade County, Duval County, and Hillsborough County, and Orange

21  County to determine the effectiveness of using recovery agents

22  for the seizure of license plates.  On October 1, 1998,

23  October 1, 1996, the department shall provide a report to the

24  President of the Senate, the Speaker of the House of

25  Representatives, the chair of the Senate Commerce Committee,

26  the chair of the House Insurance Committee, and the Majority

27  and Minority Leaders of the Senate and the House of

28  Representatives, on the results of the pilot project. Licensed

29  recovery agents and recovery agencies as described in s.

30  493.6101(20) and (21) may seize license plates of motor

31  vehicles whose registrations have been suspended pursuant to

  1  s. 316.646 or s. 627.733 in such counties upon compliance with

  2  this section and rules of the Department of Highway Safety and

  3  Motor Vehicles.

  4         Section 2.  This act shall take effect upon becoming a

  5  law.
