17 insert:
18 Section 22. (1) There is created the Leadership Board
19 for Applied Research and Public Service to be staffed by the
20 Institute of Science and Public Affairs at Florida State
21 University. The purpose of the board is to focus, coordinate,
22 and maximize university resources on current issues and events
23 affecting Florida's residents and elected officials. Emphasis
24 shall be placed on being responsive to and providing accurate,
25 timely, useful, and relevant information to decisionmakers in
26 state and local governments. The board shall set forth a
27 process to provide comprehensive guidance and advice for
28 improving the types and quality of services to be delivered by
29 the State University System. Specifically, the board shall
30 better identify and define the missions and roles of existing
31 institutes and centers within the State University System,

1 work to eliminate duplication and confusion over conflicting
2 roles and missions, involve more students in learning with
3 applied research and public service activities, and be
4 organizationally separate from academic departments. The board
5 shall meet at least quarterly. The board may create internal
6 management councils that may include working institute and
7 center directors. The board is responsible for, but is not
8 limited to:
9 (a) Providing strategic direction, planning, and
10 accompanying decisions that support a coordinated applied
11 public service and research approach in the state.
12 (b) Addressing State University System policy matters
13 and making recommendations to the Board of Regents as they
14 relate to applied public service and research.
15 (c) Serving as a clearinghouse for services requested
16 by public officials.
17 (d) Providing support for funding and fiscal
18 initiatives involving applied public service and research.
19 (2) Membership of the board shall be:
20 (a) The Chancellor of the Board of Regents, who shall
21 serve as chair.
22 (b) The director of the Office of Planning and
23 Budgeting of the Executive Office of the Governor.
24 (c) The Secretary of the Department of Management
25 Services.
26 (d) The Director of Economic and Demographic Research.
27 (e) The Director of the Office of Program Policy
28 Analysis and Government Accountability.
29 (f) The President of the Florida League of Cities.
30 (g) The President for the Florida Association of
31 Counties.

1 (h) The President of the Florida School Board
2 Association.
3 (i) Five additional university president members,
4 designated by the Chancellor, to rotate annually.
5 (3) The board shall prepare a report for the Board of
6 Regents to be submitted to the Governor and the Legislature by
7 January 1 of each year which summarizes the work and
8 recommendations of the board in meeting its purpose and
9 mission.
10 Section 23. For the 1998-1999 fiscal year, a recurring
11 sum of $450,000 is appropriated from the General Revenue Fund
12 to the Leadership Board for Applied Research and Public
13 Service.
14 Section 24. For the 1998-1999 fiscal year, $200,000 is
15 appropriated from the General Revenue Fund to the State Agency
16 Dispute Resolution Demonstration Project at Florida State
17 University.
