14 On page 59, between lines 16 and 17,

16 insert:
17 Section 24. Subsection (18) of section 212.097,
18 Florida Statutes, is amended to read:
19 212.097 Urban High-Crime Area Job Tax Credit
20 Program.--
21 (18) Applications for credit under this section may be
22 submitted on or after January 1, 1999. Prior to January 1,
23 2000, the Legislature may review all areas designated by local
24 government and approved by the Office of Tourism, Trade, and
25 Economic Development for use of the tax credit. If the
26 Legislature determines that any local government application
27 has been submitted which fails to include the highest crime
28 areas in the county or city, based upon the criteria
29 established in this section, the unit of local government
30 which has applied for the tax credit must reimburse the state
31 in an amount equal to the credit claimed by businesses in the
