13         Senate Amendment (with title amendment) 

14         Delete everything after the enacting clause

15

16  and insert:

17         Section 1.  This act may be cited as the Michael

18  Lambert Ferguson Act.

19         Section 2.  Paragraph (e) of subsection (2) and

20  subsection (3) of section 468.453, Florida Statutes, are

21  amended to read:

22         468.453  Licensure required; qualifications;

23  examination; bond.--

24         (2)  A person shall be licensed as an athlete agent if

25  the applicant:

26         (e)  Has provided sufficient information, and a full

27  set of the applicant's fingerprints, taken by an authorized

28  law enforcement officer, which must be submitted by the

29  department for a criminal records check through the Federal

30  Bureau of Investigation.

31         (3)  Members of The Florida Bar are exempt from the

 1  requirements of this part state laws and rules component, and

 2  the fee for such, of the examination required by this section.

 3         Section 3.  This act shall take effect upon becoming a

 4  law.

 9         Delete everything before the enacting clause

11  and insert:

12                      A bill to be entitled

13         An act relating to athlete agents; creating the

14         "Michael Lambert Ferguson Act"; amending s.

15         468.453, F.S.; requiring each applicant for

16         licensure as an athlete agent to submit a full

17         set of fingerprints for purposes of the

18         required criminal records check; exempting

19         members of The Florida Bar from regulations

20         imposed on athlete agents; providing an

21         effective date.

22

23         WHEREAS, retired Brigadier General Michael Lambert

24  Ferguson has received more than 30 awards and decorations,

25  including the Purple Heart and the Distinguished Service

26  Medal, and

27         WHEREAS, Michael Lambert Ferguson, as a partner in the

28  law firm of McDonald, Fleming, Moorhead, and Ferguson, is a

29  certified NFL Player Agent, licensed in Florida and Louisiana,

30  and represents some of this state's most famous athletes, and

31         WHEREAS, General Ferguson has had a long and

 2  civic leader, and as an attorney representing some of
