  2         An act relating to the City of Jacksonville,

  3         Duval County; amending chapter 92-341, Laws of

  4         Florida, as amended; amending the Charter of

  5         the City of Jacksonville; clarifying the

  6         exemptions provided by the charter to

  7         designated employees; providing an effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

11

12         Section 1.  Subsections (k), (l), (t), (u), and (aa) of

13  section 17.06 of Article 17 of chapter 92-341, Laws of

14  Florida, as amended, are amended, and subsection (gg) is added

15  to said section, to read:

16                    ARTICLE 17.  CIVIL SERVICE

17         Section 17.06.  Applicability of civil service system

18  to employees of consolidated government.--The civil service

19  provisions of this charter shall be applicable to all

20  employees of the consolidated government except:

21         (k)  Assistant council auditor, council secretary,

22  council assistant secretaries, the secretary to the president

23  of the council, the council director of staff services, chief

24  of research, senior research associate, the council research

25  assistants, and the chief of council administration, and

26  executive council assistants appointed by council members,

27  upon approval of the City Council, council aids, provided that

28  any person holding the position fo council aid on July 1,

29  1996, and who previous to that date had civil service status,

30  shall retain protection from dismissal without cause as

31  provided in the civil service and personnel rules and

  1  regulations until July 1, 1999, at which time all council aids

  2  shall be appointed and exempt from civil service.

  3         (1)  Assistant information computer technology

  4  officers.

  5         (t)  The following persons employed within the judicial

  6  branch of government:

  7         (1)  Mediators. Mediator.

  8         (u)  The following persons employed within the

  9  department of administration and finance:

10         (1)  Minority business coordinator.

11         (2)  Information technology analysts provided that a

12  person holding such position at the time of exemption from

13  civil service may elect to retain civil service status for the

14  duration of continuous employment in the position.  Assistant

15  communications officer.

16         (3)  Quality standards specialist.

17         (4)  Internal auditors.

18         (5)  Industrial psychologist and managers of personnel

19  services employed in the personnel division.

20         (6)  Managers of accounting services.

21         (aa)  The following persons employed by the office of

22  the sheriff:

23         (7)  Chaplains, except that any person serving as a

24  chaplain on January 1, 1997, may remain in the classified

25  civil service.

26         (gg)  The following positions:

27         (1)  The executive director, heads of activities, and

28  professional employees of the Downtown Development Authority

29  appointed under section 20.

30         Section 2.  This act shall take effect upon becoming a

31  law.
