  2         An act relating to license plates; amending ss.

  3         320.08056, 320.08058, F.S.; creating an

  4         Everglades River of Grass license plate;

  5         providing for the distribution of annual use

  6         fees received from the sale of such plates;

  7         providing a contingent effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10

11         Section 1.  Paragraph (t) is added to subsection (4) of

12  section 320.08056, Florida Statutes, to read:

13         320.08056  Specialty license plates.--

14         (4)  The following license plate annual use fees shall

15  be collected for the appropriate specialty license plates:

16         (t)  Everglades River of Grass license plate, $20.

17         Section 2.  Subsection (20) is added to section

18  320.08058, Florida Statutes, to read:

19         320.08058  Specialty license plates.--

20         (20)  EVERGLADES RIVER OF GRASS LICENSE PLATES.--

21         (a)  The department shall develop an Everglades River

22  of Grass license plate as provided in this section. The word

23  "Florida" must appear at the top of the plate, and the words

24  "Everglades River of Grass" must appear at the bottom of the

25  plate. A roseate spoonbill bird standing beside mangroves must

26  appear on the plate.

27         (b)  The annual use fees shall be distributed to the

28  Everglades Trust Fund established by Article X, Section 17 of

29  the State Constitution and administered by the South Florida

30  Water Management District and used for the conservation and

31  protection of the natural resources and abatement of water

  1  pollution in the Everglades. The funds must be used for

  2  Everglades conservation and restoration projects in accordance

  3  with state contracting and purchasing procedures with the

  4  following restrictions:

  5         1.  Fifty percent of the fees must be used for

  6  Everglades research.

  7         2.  The fees may not be used for administrative

  8  salaries or other overhead within the district or for any

  9  general coordination fees or overhead expenses out of the

10  district.

11         3.  Revenues generated by these fees may not be used as

12  replacement funds for Surface Water Improvement and Management

13  Act funds or Everglades Forever Act Funds.

14         Section 3.  This act shall take effect July 1, 1998.
