14 On page 2, lines 6-15, delete those lines

16 and insert: ticket purchaser. Sales from a vending To be

18 the direct line of sight of the lottery retailer to ensure
19 that the machine is monitored and only operated by persons at
20 least 18 years of age, and the machine must; be equipped with
21 an operational lockout device that is under the control of the
22 dealer or the dealer's agent or employee who directly
23 regulates the sale of items through the machine by triggering
24 the lockout device to allow the dispensing of instant lottery
25 tickets. The lockout device must include a mechanism to
26 prevent the machine from functioning if the power source for
27 the lockout device fails or if the lockout device is disabled
28 capable of being electronically deactivated by the retailer to
29 prohibit use by persons less than 18 years of age through the
30 use of a lockout device that maintains the machine's
31 deactivation for a period of no less than 5 minutes; and be
