1 A bill to be entitled
2 An act relating to student report cards;
3 requiring school districts to establish and
4 publish policies for the content and regular
5 issuance of student report cards depicting both
6 academic and conduct performance by all
7 students; prohibiting student exemption from
8 academic performance requirements; requiring
9 annual progress monitoring and reporting by the
10 Department of Education; providing an effective
11 date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. (1) Each school district shall establish
16 and publish policies requiring the content and regular
17 issuance of student report cards for all elementary school,
18 middle school, and high school students. These report cards
19 must clearly depict and grade both:
20 (a) The student's academic performance in each class
21 or course, which must be based upon examinations as well as
22 written papers, class participation, and other academic
23 performance criteria.
24 (b) The student's conduct. The conduct grade must
25 consist of both the student's attendance, including absences
26 and tardiness, and the student's behavior, including manners,
27 deportment, and attire.
28 (2) School districts shall not allow schools to exempt
29 students from academic performance requirements based on
30 practices or policies designed to encourage student
31 attendance.

1 (3) The Department of Education shall annually monitor
2 and report school district progress pursuant to subsections
3 (1) and (2).
4 Section 2. This act shall take effect July 1, 1997.
