  1                      A bill to be entitled

  2         An act relating to authority of school

  3         principals; amending s. 232.26, F.S.; requiring

  4         principals to report certain crimes and

  5         delinquent acts to law enforcement agencies;

  6         providing for cooperative agreements; providing

  7         an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  Subsection (5) is added to section 232.26,

12  Florida Statutes, 1996 Supplement, to read:

13          232.26  Authority of principal.--

14         (5)  The principal or the principal's designee shall

15  report to the appropriate law enforcement agency any felony,

16  or delinquent act that would be a felony if committed by an

17  adult, that occurs on school property, during school

18  transportation, or during a school-sponsored activity during

19  which school personnel are responsible for students.  The

20  principal or the principal's designee also shall report any

21  delinquent act that would be a misdemeanor if committed by an

22  adult that the school board and local law enforcement agency

23  specify in a signed cooperative agreement.  A cooperative

24  agreement, once executed, must be reviewed annually and

25  modified as needed and must specify offenses that both parties

26  agree should be reported to promote a safe, orderly learning

27  environment for all students and staff.

28         Section 2.  This act shall take effect July 1, 1997.
