3 and inspectors; amending s. 468.603, F.S.;
4 providing an additional definition; amending s.
5 468.609, F.S.; providing a limitation in
6 certain postsecondary education requirements;
7 providing additional eligibility to take a
8 certification examination; authorizing certain
9 newly employed persons to perform plans
10 examiner or inspector duties under certain
11 circumstances; amending s. 468.617, F.S.;
12 providing for local governments to contract for
13 plans examinations; providing an effective
14 date.

16 Be It Enacted by the Legislature of the State of Florida:
17
18 Section 1. Paragraph (h) is added to subsection (6) of
19 section 468.603, Florida Statutes, to read:
20 468.603 Definitions.--As used in this part:
21 (6) "Categories of building inspectors" include the
22 following:
23 (h) "Electrical inspector" means a person who is
24 qualified to inspect and determine the electrical safety of
25 commercial buildings and accessory structures and residential
26 buildings and accessory structures by inspecting for
27 compliance with the provisions of the applicable governing
28 electrical code.
29 Section 2. Paragraph (c) of subsection (2) of section
30 468.609, Florida Statutes, is amended, and paragraph (d) is
31 added to subsection (6) of said section, to read:

1 468.609 Administration of this part; standards for
2 certification; additional categories of certification.--
3 (2) A person shall be entitled to take the examination
4 for certification pursuant to this part if the person:
5 (c) Meets eligibility requirements according to one of
6 the following criteria:
7 1. Demonstrates 5 years' combined experience in the
8 field of construction or inspection corresponding to the
9 certification category sought;
10 2. Demonstrates a combination of postsecondary
11 education in the field of construction or a related field and
12 experience which totals 4 years, with at least 1 year of such
13 experience in construction or building inspection; or
14 3. For certification as a building code administrator
15 or building official, demonstrates 10 years' combined
16 experience as an architect, engineer, building inspector,
17 contractor, or construction superintendent, with at least 5
18 years of such experience in supervisory positions; or
19 4. Currently holds a standard certificate issued by
20 the board and satisfactorily completes an inspector or plans
21 examiner training program of not less than 200 hours, as
22 established by the board and administered by such agencies and
23 institutions as approved by the board corresponding to the
24 certification category sought.

26 (d) A newly employed person who is qualified for a
27 provisional or temporary certificate may perform the duties of
28 a plans examiner or inspector if a provisional or temporary
29 certificate application has been submitted to the board for
30 approval and such person is under the direct supervision of a

1 certified building code administrator who holds a standard
2 certificate.
3 Section 3. Subsection (2) of section 468.617, Florida
4 Statutes, 1996 Supplement, is amended to read:
5 468.617 Joint inspection department; other
6 arrangements.--
7 (2) Nothing in this part shall prohibit local
8 governments from employing persons certified pursuant to this
9 part to perform inspections or examine plans on a contract
10 basis.
11 Section 4. This act shall take effect October 1, 1997.
