16 insert:
17 Section 24. If the application of any provision of
18 this act to a claimant in a civil action is determined by the
19 court to require the expenditure of state or local public
20 funds, the provision of tax-supported services, or the
21 provision of uncompensated private or public health care
22 services to the claimant because the application of the
23 provision to the claimant will result in the claimant's
24 economic damages being uncompensated or undercompensated, then
25 such provision does not apply to the claimant.
