11  Senator Forman moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 35, after line 31,

15

16  insert:

17         Section 24.  The Legislature finds that the civil

18  justice reforms contained in this act are expected to reduce

19  the amounts paid for settlements and judgments in civil

20  actions based on negligence and malpractice. In order to

21  assure that such reductions are reflected in insurance rates,

22  on or before January 1, 1999, each authorized property and

23  casualty insurer shall make a rate filing with the Department

24  of Insurance which reflects at least a 10-percent reduction in

25  rates for liability insurance, malpractice insurance, and the

26  liability coverage of motor vehicle insurance, as defined in

27  section 624.605, Florida Statutes.
