5 information in the advertisement of a school
6 board's tentative budget; providing an

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Section 237.081, Florida Statutes, is
12 amended to read:
13 237.081 Public hearings; budgets to be submitted to
14 Department of Education.--
15 (1) The school board of each district shall cause a
16 summary of its tentative budget, including the proposed
17 millage levies as provided for by law, to be advertised one
18 time in a newspaper of general circulation published in the
19 district or to be posted at the courthouse door if there be no
20 such newspaper. The advertisement shall appear adjacent to
21 the advertisement required pursuant to s. 200.065. The
22 advertisement shall include a 10-year budget comparison. The
23 budget comparison shall appear in the following form, except
24 that the heading for column (3) shall be the current fiscal
25 year, the heading for column (2) shall be the fiscal year 5
26 years prior to the current fiscal year, the heading for column
27 (1) shall be the fiscal year 10 years prior to the current
28 fiscal year, and the heading for column (4) shall be the
29 coming fiscal year:

18 Enrollment is for K-12 students as of October 1 of each school
19 year. Weighted FTE includes K-12, summer school, and adult
20 students categorized by program. Other instructional
21 personnel includes media specialists, guidance counselors,
22 psychologists, etc. Classified personnel includes bus
23 drivers, teacher assistants, custodians, maintenance workers,
24 etc.
25 (2) The board shall hold public hearings to adopt
26 tentative and final budgets pursuant to s. 200.065. The
27 hearings shall be primarily for the purpose of hearing
28 requests and complaints from the public regarding the budgets
29 and the proposed tax levies and for explaining the budget and

1 proposed or adopted amendments thereto, if any. The school
2 board shall then require the superintendent to transmit
3 forthwith two copies of the adopted budget to the Department
4 of Education for approval as prescribed by law and regulations
5 of the state board.
6 Section 2. This act shall take effect July 1, 1997.
