1 House Resolution
2 A resolution commending Phoebe Irby, recipient
3 of the 1996 Outstanding Teacher Award.

5 WHEREAS, Phoebe Irby, a special education teacher at
6 Dover Exceptional Center in Hillsborough County, has been
7 named Outstanding Teacher of 1996 by McDonald's and Walt
8 Disney Co., and
9 WHEREAS, Phoebe Irby has also received recognition as
10 the Outstanding Early Childhood Teacher of 1996 after being
11 named Hillsborough County's Teacher of the Year in 1995 and
12 becoming a finalist for the Florida Teacher of the Year award,
13 and
14 WHEREAS, in being selected as the nation's top
15 educator, Phoebe Irby defeated 11 other finalists who were
16 selected from 1,500 applicants nationwide, and
17 WHEREAS, Phoebe Irby, who works with children who are
18 hearing and sight impaired, was chosen for her commitment to
19 teaching real-life skills and challenging her students to
20 become more independent through field trips into the
21 community, and
22 WHEREAS, Phoebe Irby receives praise for keeping
23 parents closely informed of their children's progress through
24 individual journals that go home with each child, and
25 WHEREAS, it is only fitting that Phoebe Irby, a
26 special-needs teacher for 19 years, be recognized for her
27 outstanding accomplishments, NOW, THEREFORE,

29 Be It Resolved by the House of Representatives of the State of
30 Florida:

1 That Phoebe Irby be commended as the recipient of the
2 1996 Outstanding Teacher Award.
3 BE IT FURTHER RESOLVED that a copy of this resolution
4 be presented to Phoebe Irby as a tangible token of the
