1 House Resolution
2 A resolution naming "Donald H. Reed Hall."

4 WHEREAS, a new committee room has been constructed in
5 the atrium on the entry level of the House Office Building,
6 and
7 WHEREAS, this room will become an integral place of
8 business for the members of the House of Representatives and
9 an important addition to its institutional traditions, and
10 WHEREAS, the highest traditions of the House of
11 Representatives were personified in the Honorable Donald H.
12 Reed, Jr., who embodied the spirit of public service for which
13 the House stands, and
14 WHEREAS, Don Reed served as a member of two Florida
15 Constitution Revision Commissions, a member of the Florida
16 Commission on Ethics, an advisor to two Governors, and a
17 leader of his party, and
18 WHEREAS, Don Reed cherished, with passionate integrity
19 above all else, his service to the citizens of the State of
20 Florida and the institution of the Florida House of
21 Representatives, and
22 WHEREAS, Don Reed was a skillful orator and debater
23 with a gifted sense of humor who commanded the attention of
24 the House when he rose to speak, was adept in the art of
25 reaching consensus when others found it out of reach, was
26 principled in his beliefs, and was an avid champion for his
27 constituency and his state, and
28 WHEREAS, Don Reed emerged as a leader who helped to
29 guide the House of Representatives to achievements of benefit
30 to the entire State of Florida and brought this legislative
31 institution to national prominence; among which achievements

1 were an education funding formula to assure quality education
2 for all our students, a new constitutional charter to guide
3 and govern a modern Florida, home rule powers for Florida's
4 local governments, a reformed judicial system, an advanced and
5 independent Legislature, and a modern executive branch,
6 formerly constituted of more than three hundred boards,
7 departments, and agencies, and
8 WHEREAS, Don Reed truly enjoyed people and people truly
9 enjoyed Don Reed, especially the legislative colleagues with
10 whom he served, those who have followed as members of the
11 House of Representatives, and others who have served this
12 body, and
13 WHEREAS, Don Reed mentored other members, allowing them
14 to grow and reach their potential, enjoyed sharing and
15 teaching the traditions of the Florida House of
16 Representatives, and, with others like him, exemplified
17 through his service what is expected of members of the Florida
18 House of Representatives and what can be achieved when their
19 work has been done well, and
20 WHEREAS, after a prolonged illness, Donald H. Reed,
21 Jr., passed away Wednesday, November 27, 1996, eight days
22 after attending the Organization Session of the House of
23 Representatives, NOW, THEREFORE,

25 Be It Resolved by the House of Representatives of the State of
26 Florida:

28 That the House of Representatives does recognize and
29 acclaim the lifetime of achievement of Donald H. Reed, Jr.,
30 and his lasting and unalterable contribution to the betterment
31 of the State of Florida and this institution.

1 BE IT FURTHER RESOLVED that, in recognition of the
2 contributions of Donald H. Reed, Jr., to the House of
3 Representatives, the committee meeting room in the atrium of
4 the House Office Building be named and hereafter known as
5 "Donald H. Reed Hall."
6 BE IT FURTHER RESOLVED that the Sergeant at Arms shall
7 cause to be mounted outside the door of "Donald H. Reed Hall"
8 a plaque commemorating this action by the House of
9 Representatives.
10 BE IT FURTHER RESOLVED that a copy of this resolution
11 be presented to the family of Donald H. Reed, Jr., as a
12 tangible token of the sentiments expressed herein.
