1 House Resolution
2 A resolution in recognition of the 50th
3 Anniversary of the Town of Bay Harbor Islands.

5 WHEREAS, the Town of Bay Harbor Islands is located in
6 Biscayne Bay between Bal Harbour Village and the City of North
7 Miami and consists of two islands, and
8 WHEREAS, the Town of Bay Harbor Islands evolved from
9 the vision of Shepard Broad, who came to America from Pinsk,
10 Russia, in 1920 at the age of 14, and
11 WHEREAS, after attaining a degree from New York Law
12 School, Shepard Broad practiced law in New York until 1940,
13 and then brought his wife, Ruth, to live in South Florida, and
14 WHEREAS, in 1945, Shepard Broad acquired two
15 undeveloped mangrove swamp islands off 96th Street on Miami
16 Beach which were all but hidden from sight at high tide, and
17 WHEREAS, along with prominent businessman Benjamin N.
18 Kane, Shepard Broad filled in the islands, thus bringing Bay
19 Harbor Islands into being, and
20 WHEREAS, in 1947, the Town of Bay Harbor Islands was
21 incorporated, and, in 1953, the present municipality was
22 created by the Florida Legislature and approved by the voters
23 of the town, and
24 WHEREAS, Shepard Broad was elected the first mayor of
25 the Town of Bay Harbor Islands and served for 26 consecutive
26 years until his retirement from office in 1973, and
27 WHEREAS, on June 15, 1947, the first building permit
28 was applied for, and within four years the Town of Bay Harbor
29 Islands had a population of 550 citizens living in 46 private
30 residences, and

1 WHEREAS, the assessed valuation of the community has
2 increased from $56,000 in 1946 to $118 million in 1979, with a
3 general fund budget that increased from $30,000 to over $1
4 million during the same period, and
5 WHEREAS, today the town boasts more than 270 private
6 homes, 1,600 luxury apartments, 300 cooperative units, and
7 almost 900 condominium units, and
8 WHEREAS, in keeping with the original concept of zoning
9 for the islands conceived by Shepard Broad, the 103-acre West
10 Island remains open only to single-family development, and
11 WHEREAS, the 150 acres of the East Island contain
12 multiple-family dwellings and a business district of
13 fashionable shops, art galleries, and prominent restaurants,
14 and
15 WHEREAS, it is with great pride and sense of
16 achievement that the Town of Bay Harbor Islands marks its 50th
17 Anniversary, NOW, THEREFORE,

19 Be It Resolved by the House of Representatives of the State of
20 Florida:

22 That the House of Representatives hereby recognizes and
23 honors the Town of Bay Harbor Islands on the occasion of its
24 50th Anniversary.
25 BE IT FURTHER RESOLVED that copies of this resolution
26 be presented to Town Manager Linda Karlsson and Mayor Thomas
27 E. Glick as a tangible token of the sentiments expressed
28 herein.
