1 House Resolution
2 A resolution honoring the outstanding
3 accomplishments of the Institute on Black Life
4 of the University of South Florida.
5
6 WHEREAS, the Institute on Black Life was established in
7 the Fall of 1986 to serve as a bridge between the University
8 of South Florida and the global community, and
9 WHEREAS, the Institute on Black Life fosters positive
10 communication and interaction within the 15-county west coast
11 service area comprising the Tampa Bay Region and the
12 international community, and
13 WHEREAS, the Institute on Black Life works in
14 conjunction with city, county, and state political leaders, as
15 well as community-based organizations, to enhance the quality
16 of life for all, and
17 WHEREAS, the Institute on Black Life serves as a
18 vehicle to utilize faculty, staff, and student expertise with
19 identified university and community needs for research,
20 training, and program development, to enhance the economic,
21 educational, social, political, and religious life of the
22 Tampa Bay community, and
23 WHEREAS, the Institute on Black Life designed a program
24 incorporating components of counseling and case management,
25 research, and social skills training to address the needs of
26 individual female juveniles, and
27 WHEREAS, the Institute on Black Life supports students
28 through scholarships, fellowships, book funds, and program
29 enhancements, and
30 WHEREAS, the Institute on Black Life administers the
31 Richard F. Pride Research Fellowship designed to address the

1 under-representation of minorities in the state's colleges and
2 universities, by providing highly qualified candidates with
3 the opportunity to engage in advanced study leading to the
4 Doctor of Philosophy degree in a liberal arts discipline, and
5 WHEREAS, the Institute on Black Life maintains active
6 research and collaboration with faculty from various
7 disciplines and other sister institutions in the State
8 University System, in the areas of cultural diversity and
9 other issues critical to the quality of life, and
10 WHEREAS, in 1992, under the leadership of the Institute
11 on Black Life, the University of South Florida became the
12 first American university to have an affiliation agreement
13 with the Centre International Des Civilisations Bantu, and
14 WHEREAS, the Institute on Black Life, as part of the
15 African Initiative, sponsors lectures by visiting scholars
16 from Africa and promotes a faculty/student exchange with the
17 Centre International Des Civilisations Bantu and affiliated
18 African educational institutions, and
19 WHEREAS, the Institute on Black Life celebrated
20 diversity through academic research at this year's second
21 biennial Research Symposium on March 26-27, 1997, and
22 WHEREAS, by sponsoring the Celebrating Diversity
23 Through Academic Research Symposium II, the Institute on Black
24 Life this year marks 10 years of service to the University of
25 South Florida and the global community, NOW, THEREFORE,

27 Be It Resolved by the House of Representatives of the State of
28 Florida:

30 That the Florida House of Representatives hereby
31 acknowledges and commends the Institute on Black Life for its

1 outstanding accomplishments in both the political and academic
2 arenas, hereby further recognizes the Institute for its
3 extensive contributions in fostering positive communication
4 and interaction and enhancing the quality of life for all in
5 the Tampa Bay Region, and hereby accords this expression in
6 appreciation of the Institute's 10 years of service to the
7 University of South Florida and the global community.
