2 An act relating to health care; amending s.
3 240.5121, F.S.; allowing the Florida Cancer
4 Control and Research Advisory Council either to
5 purchase or to develop a written summary of
6 cancer treatment alternatives for prostate
7 cancer; providing an appropriation to the
8 council for developing or purchasing and for
9 distributing a pamphlet and for developing and
10 implementing an education program on prostate
11 cancer; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. Paragraph (m) of subsection (4) of section
16 240.5121, Florida Statutes, is amended to read:
17 240.5121 Cancer control and research.--
18 (4) FLORIDA CANCER CONTROL AND RESEARCH ADVISORY
19 COUNCIL; CREATION; COMPOSITION.--
20 (m) If funds are specifically appropriated by the
21 Legislature, the council shall develop or purchase a
22 standardized written summaries summary, written in layperson's
23 terms and in language easily understood by the average adult
24 patient, informing actual and high-risk breast cancer
25 patients, prostate cancer patients, and men who are
26 considering prostate-cancer screening of the medically viable
27 treatment alternatives available to them in the effective
28 management of breast cancer and prostate cancer; describing
29 such treatment alternatives; and explaining the relative
30 advantages, disadvantages, and risks associated therewith.

1 printed in the form of a pamphlet or booklet and made
2 continuously available to physicians and surgeons in this
3 state for their use in accordance with s. 458.324 and to
4 osteopathic physicians in this state for their use in
5 accordance with s. 459.0125. The council shall periodically
6 update both summaries the pamphlet to reflect current
7 standards of medical practice in the treatment of breast
8 cancer and prostate cancer. The council shall develop and
9 implement an educational programs program, including
10 distribution of the pamphlets pamphlet or booklets booklet
11 developed or purchased under this paragraph, to inform citizen
12 groups, associations, and voluntary organizations about early
13 detection and treatment of breast cancer and prostate cancer.
14 Section 2. The sum of $50,000 is appropriated for
15 fiscal year 1998-1999 from the General Revenue Fund to the H.
16 Lee Moffitt Cancer Center and Research Institute at the
17 University of South Florida to be used by the Cancer Control
18 and Research Advisory Council to produce or purchase and to
19 distribute a pamphlet that informs patients about treatment
20 alternatives for prostate cancer and to develop and implement
21 an educational program that includes the distribution of the
22 pamphlet, as required by section 240.5121, Florida Statutes.
23 Section 3. This act shall take effect July 1, 1998.
