  1                         House Resolution

  2         A resolution in recognition of Phil Emmer.

  3

  4         WHEREAS, Phil Emmer was born on April 5, 1928, and was

  5  raised in Dade County, Florida, and

  6         WHEREAS, after graduation from Georgia Tech University

  7  with a degree in civil engineering in 1949, Phil Emmer

  8  eventually established Emmer and Company, a small-volume home

  9  building business in the Miami area from 1954 to 1960, and

10         WHEREAS, Phil Emmer then moved to Gainesville and

11  established Emmer Development Corporation, a privately held

12  company with activities throughout Florida, and

13         WHEREAS, Emmer Development Corporation is primarily

14  engaged in the business of land development, home and

15  apartment building, and management of apartment projects, and

16  in the past has been one of the nation's largest developers of

17  turnkey housing programs, and

18         WHEREAS, as one of North Central Florida's largest

19  diversified home and apartment building, land development, and

20  real estate management companies, Emmer Development

21  Corporation has developed land and built more than 6,800

22  housing units in more than 90 single-family and apartment

23  communities throughout 14 counties in Florida, and

24         WHEREAS, in 1982 the Emmer Group was cited as one of

25  the largest building companies in the United States by

26  Professional Builder Magazine, and

27         WHEREAS, in 1984 and 1985 the Emmer Group was cited as

28  one of the largest privately held businesses in Florida by

29  Florida Trend Magazine, and

30         WHEREAS, Phil Emmer has long been active in local,

31  state, and national affairs of the National Association of

  1  Home Builders, having served in each chair of the Home

  2  Builders Association of Gainesville, and as president of the

  3  association in 1966, and

  4         WHEREAS, Phil Emmer has been a chairman or vice

  5  chairman of various NHBA committees on ten different

  6  occasions, and has been a life member of the Board of

  7  Directors of the NHBA since 1970, and

  8         WHEREAS, Phil Emmer served as an original member of the

  9  City of Gainesville's Housing Board, a member of the Advisory

10  Board on Housing of the Urban League, and has been active in

11  other public and industry organizations affiliated with

12  housing, and

13         WHEREAS, Phil Emmer has been a member of the Board of

14  Directors of the Gainesville Area Chamber of Commerce and

15  served as its president in 1984, and

16         WHEREAS, Phil Emmer is a charter member of the

17  University of Florida President's Council and since 1981 has

18  served as a member of the Board of Directors of the Ronald

19  McDonald House in Gainesville, and

20         WHEREAS, in 1982 he was appointed to the Florida Arts

21  Council by the Secretary of State, and

22         WHEREAS, in 1983 he was elected as a charter member of

23  the Board of Overseers of the Health Science Center of the

24  University of Florida, and

25         WHEREAS, in 1986 he was elected to serve on a statewide

26  Professional Advisory Committee of the Department of Urban and

27  Regional Planning for the College of Architecture of the

28  University of Florida, and

29         WHEREAS, in 1991 he was elected to the University of

30  Florida Foundation, and

  1         WHEREAS, in 1997 he was appointed to the Alachua County

  2  Transportation Funding Advisory Committee, and

  3         WHEREAS, Phil Emmer has been the recipient of numerous

  4  awards, honors, and recognitions, and

  5         WHEREAS, in 1963 he was the first recipient of the Dick

  6  Hughes "Low Income Housing Award," an honor recognizing

  7  individuals devoted to housing for low-income families, and

  8         WHEREAS, he was selected "Top Performer of the Year" by

  9  House and Home Magazine in 1964, received the Boys' Club

10  "Outstanding Community Service Award" in 1965, and was

11  selected an honorary alumnus of the University of Florida in

12  1981, and

13         WHEREAS, in 1983 he was elected an Honorary Member of

14  Florida Blue Key and of Beta Gamma Sigma, an honor fraternity

15  of the University of Florida College of Business

16  Administration, and

17         WHEREAS, in 1984 the Gainesville Sun named Phil Emmer

18  the third "Most Influential" person in Gainesville, and

19         WHEREAS, also in 1984, Phil Emmer was selected as the

20  Home Builders Association of Gainesville's nominee as

21  Florida's "Builder of the Year," and

22         WHEREAS, in 1985 Phil Emmer was selected for inclusion

23  in "Who's Who in Finance and Industry," and

24         WHEREAS, it is fitting and appropriate that the House

25  of Representatives recognize Phil Emmer for a lifetime of

26  successful achievement, NOW, THEREFORE,

  1         That the House of Representatives of the State of

  2  Florida hereby recognizes Phil Emmer on this day of April 5,

  3  1998, the occasion of his 70th Birthday.

  4         BE IT FURTHER RESOLVED that a copy of this resolution

  5  be presented to Phil Emmer as a tangible token of the

  6  sentiments expressed herein.
