  1                         House Resolution

  2         A resolution commending United Space Alliance

  3         and Michael McCulley for their contributions to

  4         the United States Space Program and to the

  5         people of the State of Florida.

  6

  7         WHEREAS, United Space Alliance (USA), a joint venture

  8  between Boeing and Lockheed Martin, was created as a response

  9  to NASA's need to consolidate its growing number of Space

10  Shuttle contracts under a single prime contractor, and

11         WHEREAS, in a precedent-setting agreement with NASA, in

12  October 1996 USA became the prime contractor for Space Shuttle

13  operations, with responsibility for preflight processing,

14  mission operations, and astronaut training, and

15         WHEREAS, in its Ground Operations division, which has

16  flourished under the leadership of former astronaut Michael

17  McCulley, USA employs more than 6,000 highly qualified

18  professionals at the Kennedy Space Center who are responsible

19  for shuttle modification, testing, and checkout operations,

20  ocean retrieval of solid rocket boosters, and the manufacture,

21  repair, and procurement of shuttle hardware and ground-support

22  equipment, and

23         WHEREAS, in this historic partnership with NASA, USA is

24  dedicated to providing more cost-effective operations for the

25  Space Shuttle program, resulting in savings to the United

26  States Government of more than $400 million, while maintaining

27  the most demanding standards for safety and mission success,

28  and

29         WHEREAS, the State of Florida is proud to provide a

30  home at the Kennedy Space Center for this major component of

31  United Space Alliance operations, NOW, THEREFORE,

  1  Be It Resolved by the House of Representatives of the State of

  2  Florida:

  4         That the House of Representatives of the State of

  5  Florida hereby commends United Space Alliance and Michael

  6  McCulley for their outstanding contributions to the United

  7  States Space Program and to the people of the State of

  8  Florida.

  9         BE IT FURTHER RESOLVED that a copy of this resolution

10  be presented to United Space Alliance as a tangible token of

11  the sentiments expressed herein.
