1 House Resolution
2 A resolution honoring the Reverend Carl F.
3 Brinkley.

5 WHEREAS, the Reverend Carl F. Brinkley, born in Newark,
6 New Jersey, moved to Daytona Beach when he was 21 to care for
7 his grandparents and under their loving hands was guided to
8 careers in the ministry and public service, and
9 WHEREAS, the Reverend Carl F. Brinkley began his
10 service in the ministry when he was admitted to the Orlando
11 Conference of the African-Methodist Episcopal (AME) Church in
12 October 1948 under the late John Andrew Gregg; was ordained
13 deacon December 17, 1950; later was ordained elder of Mt.
14 Olive AME Church in Merritt Island; and, on October 21, 1995,
15 he retired as pastor in the African Methodist Episcopal Church
16 after 48 years of service, and
17 WHEREAS, simultaneously with his service in the
18 ministry, the Reverend Carl F. Brinkley launched a career in
19 law enforcement in 1953, when he became the first black deputy
20 sheriff in Volusia County, later being promoted to the rank of
21 sergeant, the first of his race to attain the position in
22 Florida, and later cofounded the Florida Association of Deputy
23 Sheriffs, the oldest organization of black law enforcement
24 officers in the United States, and
25 WHEREAS, the Reverend Carl F. Brinkley continued in
26 public service when he was employed as a maintenance aide by
27 the Daytona Beach Housing Authority in 1958, during the time
28 housing developments were segregated by race, and, as the
29 civil rights movement grew, he moved through the ranks until,
30 in 1990, he became the first black executive director of
31 public housing in Volusia County, and

1 WHEREAS, during his tenure in public housing, the
2 Reverend Carl F. Brinkley made improvements too numerous to
3 list, and his leadership, friendship, and moral support to the
4 many residents of public housing in Daytona Beach continue to
5 inspire individuals who work with and provide low-income
6 housing to families and senior citizens, NOW, THEREFORE,
7
8 Be It Resolved by the House of Representatives of the State of
9 Florida:

11 That the House of Representatives congratulates the
12 Reverend Carl F. Brinkley on the occasion of his retirement as
13 Executive Director of the Daytona Beach Housing Authority and
14 commends him for his 40 years of dedication to improvement of
15 public housing in Volusia County.
16 BE IT FURTHER RESOLVED that a copy of this resolution
17 be presented to the Reverend Carl F. Brinkley as a tangible
18 token of the sentiments expressed herein.
