2 An act relating to community colleges; amending
3 s. 240.353, F.S.; revising standards for
4 calculating instruction units in community
5 colleges; providing a conditional effective
6 date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Subsection (1) of section 240.353, Florida
11 Statutes, is amended to read:
12 240.353 Procedure for determining number of
13 instruction units for community colleges.--The number of
14 instruction units for community colleges in districts which
15 meet the requirements of law for operating a community college
16 shall be determined from the full-time equivalent students in
17 the community college, provided that full-time equivalent
18 students may not be counted more than once in determining
19 instruction units. Instruction units for community colleges
20 shall be computed as follows:
21 (1) One unit for each 6 12 full-time equivalent
22 students at a community college for the first 420 students and
23 one unit for each 7.5 15 full-time equivalent students for all
24 over 420 students, in advanced and professional other than
25 vocational programs as defined by rules of the State Board of
26 Education, and one unit for each 5 10 full-time equivalent
27 students in vocational programs and preparatory and adult
28 compensatory education programs as defined by rules of the
29 State Board of Education. Full-time equivalent students
30 enrolled in a community college shall be defined by rules of
31 the State Board of Education.

1 Section 2. This act shall take effect July 1 of the
2 year in which enacted, contingent upon the passage of federal
3 legislation by the 105th Congress reauthorizing the Intermodal
4 Surface Transportation Efficiency Act or similar legislation
5 and providing that Florida receives at minimum 95 percent of
6 its federal transportation tax contribution.

8 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
9 SB 954

11 The committee substitute contains a conditional effective date
section making the bill's provisions contingent upon the 105th
12 Congress reauthorizing the Intermodal Surface Transportation
Efficiency Act or similar legislation that would result in
13 Florida receiving at least 95 percent of its federal
transportation tax contribution.
